Adjust user name order for zh convention when signup

Related issue: #1400 (closed)

Depends on FF preferred_language_switcher (need to turn it on);

Included new FF ff_reorder_signup_fallback_name (need to turn it on);

What does this MR do and why?

If the user chooses zh_CN before sign up, set the name order in Chinese convention. Does not judge the characters entered by the user.
