Setup first reactive operation with JH gitlab-cn project in staging

The reactive project runs a Ruby web service (a Rack application) which receives and react to webhooks from specific project,for every webhook request, the service passes the event payload to each processors sequentially.

We need to deploy a reactive web service, then integrate with our staging SaaS, to test JH customer processors.
