Add JH only project template entry

Problem to solve

Being a part of this issue https://jihulab.com/jihulab/marketing/digital-experience/about-gitlab-cn/-/issues/175, to make users in community be able to contribute project template, we should add JH only project template entry first, even we don't a have JH only template yet
