Create a safeguard of non-jh/ changes to gitlab-jh/gitlab

Create a job that does not block rspec or other valuable MR pipeline feedback jobs which will fail if there are changes in a gitlab-jh/gitlab MR that are to files outside of the jh/ folder to safeguard for Code Sync conflicts as described at https://gitlab.com/gitlab-jh/gitlab-jh-enablement/-/issues/85#note_573256682.
