UI of Protected tags: "Allowed to create " should be "Allowed to create or delete"

The GitLab documentation (https://docs.gitlab.com/user/project/protected_tags/) states that users must be on the "Allowed to create or delete" list to manage protected tags. However, the protected tags settings UI only displays "Allowed to create," which may confuse users about where to configure the "Allowed to delete" list.
