Frontend implementation for tencent captcha trigger button

Problem to solve

To replace the reCAPTCHA in GitLab JH, we need a version of frontend implementation which uses Tencent captcha, see the feature and UI design in https://gitlab.com/gitlab-jh/gitlab/-/issues/465, so that we can apply this implementation in recaptcha_tags and captcha_modal.vue.
