project_invited_groups not contain all invited group

Summary

Steps to reproduce

  1. create a project named project1 in group group1
  2. create group group2,group3
  3. add user user1 as developer in group3
  4. invite group2 as developer to project1
  5. invite group3 as developer to group2
  6. use user1 to invoke https://docs.gitlab.com/ee/api/members.html#get-a-member-of-a-group-or-project-including-inherited-and-invited-members get empty
