gitlab 审计角色权限问题

创建了审计用户，但是实际的效果和官方描述的不一致。

Steps to reproduce

客户版本： gitlab-jh-15.9.4 专业版
自测版本： gitlab-jh-16.2.3 旗舰版

step1: gitlab管理员创建审计用户 step2: 查看群组的成员 step2: 通过审计用户登录gitlab 实际上任何群组和项目都无法看到

当将群组的名称拼接到url后，可以查看

之后我又在自己的gitlab-jh-16.2.3测试的时候，这个问题依然存在，感觉和之前的权限问题。但是却在16.2.3的高版本中还存在这个问题，所以需要看下这个？辛苦

(we will only investigate if the tests are passing)

Possible fixes

这是之前 &5421 (closed) (closed) 带来的问题，即对于 auditor 用户的权限问题，导致他不能再探索群组页面点击进入几乎任何群组

现在作为 spike 任务，看看针对 auditor 用户是否有权限上的优惠点，允许他点击访问
