又出现了国外 s3 url，在内地无法下载 runner

上次提过一个 s3 #2704 (closed)，今天又发现一个地方有 s3，建议全局搜索替换。

Steps to reproduce

1. 项目——》CI/CD 设置——》注册 runner
2. 点击「如何安装 Runner？」，查看右侧弹出内容

What is the current bug behavior?

出现了 s3 url

What is the expected correct behavior?

出现内地 url
