[TW] Update JiHu GitLab Omnibus docs to 16.1

The current version of JiHu GitLab Runner docs is 16.0. The upstream will release 16.1 around 06.22 and it takes time to sync JiHu docs to 16.1, so the docs are planned to be synced to 16.1 in JiHu Milestone 16.2.
