SaaS 席位使用情况告警

Background

GitLab SaaS 上，用户即使超过了订阅的席位数量仍能正常使用（即默认允许“超用”），但目前没有任何提醒或者告警，这对客户非常不友好，而且容易产生不必要的纠纷。

GitLab allows you to continue using your subscription even if you exceed the number of seats you purchased. You will be required to pay for these seats upon renewal.

Proposal

1. 超用产生前预警：优化 GitLab席位使用情况告警功能，除了“在群组、子组和项目页面上显示告警”外，增加邮件通知，以邮件的方式通知群组管理人员

2. 超用产生后通知：当群组发生超用后，以邮件的方式通知群组管理人员（留痕），也可酌情考虑以 BCC 的方式抄送给 SaaS 管理员。
