db/structure.sql ordering problem - Job Failed #1674524180

It's strange that the order of the sqls in db/structure.sql is different from upstream, see the MR passed https://gitlab.com/gitlab-org/gitlab/-/merge_requests/71139

Why upstream is green for the job and JH red? and I run bundle exec rails db:migrate and found the same issue. How to deal with it? @godfat-gitlab @abrandl
