Change HK SaaS CI template location

Summary

The default CI templates in HK SaaS are located in China, which always run failed due to the GFW

If I change the template to the raw file in gitlab.com, it works well

include:
  - 'https://gitlab.com/gitlab-org/gitlab/-/raw/master/lib/gitlab/ci/templates/Terraform.latest.gitlab-ci.yml'

Suggestion

Suggest setting the default CI template location to non-China region
