Use Dingding to register and login SaaS

The upcoming event with Dingding is Nov. 28th

After 2021-09-26 internal discussion, the 1st phase of development will follow the current logic which can refer to gitlab.com User Setting > Account; the 2nd phase of development will optimize user experience which is similar to most SaaS product in China.
