[Organize Code] Introduce jh/config/initializers

Splitting this from https://gitlab.com/gitlab-jh/gitlab/-/issues/161 because I think we just need to implement it.

Maybe we can follow what Rails Engine is doing, but just looking at an extra directory should also work.
