Cloud Native Helm Chart support by JiHu Lab

At the moment, GitLab JiHu only supports Omnibus installation via Linux package or Docker image per https://docs.gitlab.com/omnibus/jihu_edition.html. A prospect is checking how to install GitLab JiHu into a K8S cluster so we may consider to support it as well in parallel to the existing Omnibus methods.
