Change the E2E tests for public project creation

Proposal

Due to #1122 , QA team needs to change E2E tests for public project creation.

Action

data-qa-selector for those checkbox is already added,

• We need to add conditional statement in qa/qa/resource/project.rb.
• We need to change the import steps for import repo by url.
• We need to change steps for transfer private repo to public.
