Enable the anti-bot services in gitlab.cn

@shreychen ,please enable the anti-bots, anti-spam services in Gitlab.cn, I'll send you the reCAPTCHA keys, and Akismet key privately, see details in #94 (closed). Note: according to how Gitlab.com do with this, for the experience of users, the google recaptcha need not to be enabled in signin page currently.
