[Performance Analytics] Performance analytics page enhancement

1. As a user:

I want to see the empty wording in the Performance Analytics rank list widget.

So that I was able to know what was happening when there was no data.

2. As a user:

I want to disable the export csv button when I'm downloading the performance report.

So that I can avoid repeated clicks during the download process.
