When EE_ONLY is turned on, the JH license does not take effect

Proposal

If you turn on EE_ONLY, JH GitLab will switch to Gitlab EE mode and the JH license will not be active.

Some China region customers are not looking for JH features on top of CE/EE. To provide more flexibility, we should look into allowing them to choose EE when installing while supporting the JH license server (and Version App).

We also need to verify that this would be a viable configuration under the current agreement.
