Subject: [PATCH] Introduce `golangci` to Workhorse

`golangci` is a linter agregator that supports lots of linters:
https://golangci-lint.run/

* Add a new command to Makefile: `make golangci`.
* Provide an initial configuration for `.golangci.yml`
