This change set removes the `fmt` job from the Terraform Module CI/CD
templates, that are namely the `Terraform-Module.gitlab-ci.yml` and
`Terraform/Module-Base.gitlab-ci.yml` templates.

The `fmt` job has been deprecated in
https://gitlab.com/gitlab-org/gitlab/-/issues/440249.
